Supplier Handbook

We are equal collaborators with our partner companies in both design and process development. The purpose of this Supplier Handbook is to support seamless and efficient cooperation between Meyer Turku Oy and our suppliers and to reduce process costs. 

Here you will find important information and links to help you work safely and efficiently at the shipyard.

Supplier Handbook

Before contract (prerequisites for a contract) 

Direct contracting partners

Before Meyer Turku Oy can enter into a contract with a supplier for work performed within the shipyard (e.g., design, installation), the responsible purchasing manager must: 

  • Request the supplier to provide all documents required at the shipyard. 
  • Ensure that the supplier commits to the shipyard’s safety instructions and the Code of Conduct. 
  • If so required by the risk level of the work, the supplier must provide the necessary HSSE certificates. 

Network of contracting partners/subcontractors

Contracting partners are responsible for the employees and operators in their network.

  • Every supplier in a contractual relationship must ensure that their entire subcontracting chain complies with the same requirements. Subcontractors must submit:  
    • all required documents 
    • filled-out company data form for subcontracting companies to the permit office before commencing work 
  • Before collaboration, suppliers must provide their subcontractors with instructions in writing. 
  • While subcontractors are not Meyer Turku’s contracting partners, they must fully comply with shipyard rules. 

Meyer Turku Oy may reject a subcontractor for objective reasons. 

Responsibility for personnel 

  • Responsibility for employees always rests on the employer. 
  • Suppliers must use qualified employees and adhere to local laws and regulations. 
  • Persons under 18 years of age may only enter the shipyard under an apprenticeship contract or a separate approval (Safety Manager or Security Manager). 

The use of light entrepreneurs (self-employed contractors operating via invoicing services) at the shipyard is prohibited. Meyer Turku aims to minimize the risks of work-related exploitation and the neglect of statutory obligations within its subcontracting chain. The prohibition applies both to Meyer Turku’s direct contractual relationships and to its entire subcontracting chain. 

Personnel requirements and registration 

Access permit application: 

An access permit application must be completed for each employee when: 

  • a person starts working at the shipyard 
  • the contract changes 
  • the project changes 
  • the employer changes 

The individual receives an ID card (access card) which is based on their access permit application. The ID/access card is personal and must not be given to another person. 

A new ID card is always printed upon an employer change. 

Termination of employment: 

The employer must immediately notify the permit office of termination of employment. 

HSE training requirements 

Safe working requires statutory qualifications and shipyard-specific approval. 

Mandatory training for all 

  • Occupational safety card 
  • Shipyard safety onboarding (completed at the permit office before entry) 

Additional job-specific training 

  • Hot work pass 
  • Electrical safety card SFS 6002 
  • Emergency first aid card 
  • Forklift license 
  • Personal lift operator 
  • Crane operator 

The supplier must ensure that employees have the required skills and valid certificates. 

Entry to the shipyard 

Access card and gates: 

  • Entry through the revolving gates requires a personal access card. It may not be given to anyone else. 
  • If the card is missing or does not work → entry only via the main gate or the north gate and by registration with guard. 

Visitors:

  • Visitors register at gate services. 
  • The gate guard will direct parking and entry. 

Driving permit:  

  • Driving inside the shipyard is only allowed in special cases (e.g., deliveries). 
  • Temporary driving permit → from the gate. 
  • Permanent driving permit → apply from the traffic steering group in accordance with Meyer Turku’s guidelines. 

Personal Protective Equipment (PPE) 

Shipyard’s mandatory protective equipment 

Minimum requirements for anyone entering the shipyard area: 

  • safety shoes 
  • safety helmet 
  • safety glasses 
  • cut-resistant gloves
  • high-visibility protective clothing 
  • a working flashlight 

Task-specific additional protection may also be required, such as: 

  • welding protection equipment 
  • fall protection equipment 

It is the supplier’s responsibility to provide the protective equipment and instruct on their correct use. 

Supervision and responsibility: 

  • Supervisors are responsible for supervising the use of protective equipment. 
  • Line managers supervise job-specific protective equipment. 
  • Every employee must use the protective equipment required for their duties. 

Companies 

Before Meyer Turku Oy can finalise a contract with a supplier for work conducted within the shipyard (e.g., design, installation), the responsible purchasing manager must request the required documents from the supplier. 

Every supplier in a contractual relationship must ensure that their subcontractors comply with the same requirements. Subcontractors must deliver the required documents and submit the filled-out company data form for subcontracting companies to Meyer Turku Oy’s permit office before commencing work. 

Employees 

To obtain an access permit for the shipyard, every employee must complete an access permit application through the Person Data Card system. Also, a new access permit application is always required whenever the contract, project or employer changes. 

A new ID card is always printed when the employer changes. Upon termination of employment, the employer must immediately notify the permit office. 

In the documents, you will find all the required procedures for making an application and processing an access permit. 

To maintain the Health, Safety, Security, and Environment (HSSE) standards, sufficient training is essential in our operations. Occupational safety card and completion of safety onboarding at the permit office are mandatory for those entering the Meyer Turku shipyard. 

  • In addition, we require the following training courses depending on the job role: 
  • Hot work pass 
  • Electrical safety card SFS 6002 
  • Emergency first aid card 
  • Forklift license 
  • Personal lift operator 
  • Crane operator

We have a strict policy of no photography and filming with smartphones, cameras and similar devices on the shipyard premises and on new buildings/ships. This also applies to sharing any photos taken within the shipyard area or of ships under construction.
 
Photography is only permitted in designated areas within the shipyard, including: 

  • The end of the outfitting dock, facing the ship being outfitted. 
  • The fire drill area, which can be accessed by going past buildings P84 and P83. 

In both locations, the direction of photography should be towards the bow of the ship. 
 
Any exceptions for photography or filming must be requested and approved by Meyer Turku’s communications department. 

In accordance with Meyer Turku Oy’s data protection policies, photographs must be protected from unauthorised or unlawful access by third parties. Photographs can only be shared with trusted individuals when necessary for their job role. These photos are strictly for operational use. Any further distribution is prohibited. The company reserves the right to demand the deletion of these photographs at any time unless a statutory retention period applies. 

Violations of this prohibition by employees of our suppliers as well as their subcontractors will be punishable with a contractual penalty for said companies and/or a shipyard ban for the respective employee.

Smoking is permitted only in designated smoking areas, both on board and within the shipyard. 

It is prohibited to bring alcoholic beverages, drugs and other addictive substances to the site or to consume them there. It is also prohibited to enter the shipyard under the influence of alcohol or in an otherwise intoxicated state. Our goal is to maintain a substance-free work community. 

Meye Turku promotes complete non-usage of drugs and moderate alcohol consumption during free time by providing information on the harms of substance use.

The rescue plan, governed by the Rescue Act (379/2011) and Government Decree on Rescue Services (407/2011), provides instructions on responding to accidents and emergencies. All departments have guidelines for ship and building fire emergencies, including meeting points. Emergency calls are made by dialling the shipyard emergency number 010 670 6666, and the main gate notifies the shipyard's fire department. 

Any deviations (accidents, near misses, fires, releases of hazardous substances and dangerous places) shall be reported to Meyer Turku’s HSSE department through the Meyer Eye system.

Building a ship is a complex process that requires careful planning and execution. One of the key aspects in shipbuilding is maintaining cleanliness to ensure safety and fire prevention. Maintaining cleanliness and orderliness is crucial for safety and fire prevention. Because clean and organised spaces facilitate movement and evacuation during emergencies, Meyer Turku Oy instructs everyone working at the shipyard to clean their workspace daily. The corridors, stairs and other escape routes must be kept clear from obstacles and construction material to ensure efficient and safe evacuation. 
 
Additionally, cleanliness must be maintained daily because the removal of excessive fire load reduces the risk of accidents and fires. Litter and objects scattered in random places can cause tripping and falling, which is particularly dangerous in confined spaces where limited room and motion instability can increase the risk of injury. 
 
Regular cleaning, waste management, safety training, hot work pass card training and effective fire safety systems ensure safe operation. Keeping the ship clean during the construction phase is a good practice to ensure safe working onboard the ship. Cleanliness reduces the risk of accidents and promotes efficient operation and emergency preparedness. Maintaining a clean and organised workplace significantly improves safety, quality and efficiency. 

Suppliers must provide adequate facilities for their employees according to the Occupational Safety Health Act (Aug 23, 2002/738). Meyer Turku leases social facilities to suppliers and subcontractors when possible. Leasing can be inquired from the permit office at turku.lupatoimisto@meyerturku.fi

Leasing or rental of containers for social facilities and location of facilities must be agreed upon with Meyer Turku Oy’s yard services, and ICT connections with the IT department.

Several parking areas are available outside the shipyard gates. Because rescue and driving lanes must remain clear, parking in these areas is prohibited. The City of Turku's parking enforcement regularly monitors parking on the streets leading to the shipyard and within the shipyard's parking areas. Entry through the revolving gates requires an access card, which is personal and must not be lent to others. If you do not have an access card or it does not work, entry is possible through the main gate or the north gate by registering with the guard. 

Some parking spots are reserved for visitors outside the parking areas, near the gates. Visitors should stop their cars in the waiting area along the street leading to the gate and register at the gate service window, where the guard will assist with parking-related questions.

Driving inside the shipyard is only allowed in special cases, typically for temporary activities such as delivering or picking up goods. Temporary driving permits can be obtained at the gate. Permanent driving permits are managed by the traffic steering group, and permits shall be applied according to Meyer Turku’s instructions. 

Mobile phone use while driving is prohibited; the vehicle must be pulled over in a safe place for the duration of the call or drivers must use a hands-free device. Adhere to the speed limits within the shipyard area in accordance with the map below. These limits apply to all vehicles, including bicycles. Driving speed must be further reduced in busy areas and where visibility is limited. The use of electric scooters is prohibited during working hours.

Meyer Turku has outlined that the following Personal Protective Equipment (PPE) is mandatory in production areas: safety shoes, safety helmet, safety glasses, cut-resistant gloves, high-visibility protective clothing and a working flashlight. Additional protection as required by the job in question, e.g. welding equipment and fall protection. Detailed job-specific instructions on PPE usage can be provided on request. 

Suppliers must provide suitable PPE for their personnel and ensure proper instruction and use. Every individual, particularly those in a supervisory role, has a duty to intervene if protective equipment is inefficient. 

All employees and subcontractors must wear mandatory PPE when entering and working at the shipyard. Supervisors engaged in network cooperation at Meyer Turku are tasked with ensuring that supplier companies adhere to the shipyard's safety protocols. Line managers oversee the proper application of job-specific protective equipment. It is mandatory for employees to wear the necessary protective gear for their duties.

Any (incoming) claims against Meyer Turku Oy must be reported within five working days. Send the claim by e-mail to the technical responsible person or your contact person in procurement. 

Please note that failure to comply with these deadline requirements will typically result in rejection of the claim.

Modern shipbuilding relies heavily on teamwork, and our success depends on our suppliers. We aim to know our partners well in advance to ensure smooth cooperation from the outset. 

Meyer Turku’s procurement department will first request general information about your company, along with relevant certificates and documents for your sector. Once approved, suppliers will undergo a qualification process with their future Meyer Turku Oy contacts. Although this initial exchange of information can be time-consuming, our partners are typically rewarded with long-term cooperation opportunities.

Become a supplier

A valid order confirmation from the supplier is required to finalise the order. The purchaser must ensure that the order confirmation accurately reflects the order details. Any discrepancies must be addressed with the supplier.
